It's an Angel one. I don't know the difference between the two guys that aren't Lynch that are writing them so I don't know who to attribute it to.
Basically, it's the old fanfic trope of Spike lost his soul and no one noticed. Except, as it's the comics, it most probably isn't about Spike, as in it being any sort of thoughtful characterization or character arc. It's just an afterthought to explain OOC behavior and to make sure that Angel is unrivaled. And, I suppose, if Angel's soul is unsticky, Spike's must be too. That or Spike's is so negligible as to not exist. Either way, I'm glad I don't read (much less pay) for these things.
